Restructured Accelerated Power Development and Reforms Programme Part B

Ministry of Power, GoI launched Restructured Accelerated Power Development and Reforms Programme (R-APDRP) in July 2008 to cover urban areas - towns and cities with population of more than 30,000 (10,000 in case of special category states like J&K). The programme was launched with following objectives: The focus of the programme is on actual, demonstrable performance in terms of sustained loss reduction. Establishment of reliable and automated systems for sustained collection of accurate base line data and adoption of IT in the areas of energy accounting are necessary preconditions for the sanction of projects. Reduction of T&D losses in urban areas of a State @ minimum 3% p.a. (cumulative) for a period of 5 years to bring T&D losses to a minimum of 15%.

Integrated Power Development Scheme

WIth a total scheme cost of Rs. 222.21 Crs and Rs. 20.63 Crs for GIS Substations, the scheme shall span across 45 Statutory Towns of 6 Electric Circles of Bijbehara, Pulwama, Budgam, Sopore, Ganderbal & Srinagar and aims at creation and augmentation of substaions at 33/11 kV, 11/.433 kv levels, MVA addition at distribuation level, extension of HT Lines and AB Cables, as well as creation of Gas Insulated Substations at 33/11KV level.

WIth a total scheme cost of Rs291.81 Croroes, the scheme shall span across Districts of Anantnag, Kulgam, Pulwama, Shopian, Budgam, Kupwara, Ganderbal, Baramulla & Bandipora and aim at creation of New 33/11 kV Substaions, Augumentation of existing Substations, Extensions of HT and LT lines, addition of capacity at distribution level.

WIth a total scheme cost of Rs.513.83 Crores, the scheme shall span across 45 Statutory Towns of 6 Electric Circles of Bijbehara, Pulwama, Budgam, Sopore, Ganderbal & Srinagar and aim at creation of New 33/11 kV Substaions, Augumentation of existing Substations, Extensions of HT and LT lines, addition of capacity at distribution level as well as addition of AB cables.

WIth a total scheme cost of Rs.463.25 Crs Crores, the scheme shall span across Districts of Anantnag, Kulgam, Pulwama, Shopian, Budgam, Kupwara, Ganderbal, Baramulla & Bandipora and aim at creation of New 33/11 kV Substaions, Augumentation of existing Substations, Extensions of HT and LT lines, addition of capacity at distribution level as well as creation of dedicated 33/11 kv substations for industrial areas of Lassipora and Khanmoh.

Supervisory control and data acquisition

Ministry of Power, Govt. of India, sanctioned Smart Grid Project for 19 towns/ industrial areas under PMDP-2015 at a cost of Rs. 141.26 Cr. against DPR Cost of Rs. 225.77 Cr. vide MoP, GoI reference no. 16/38/2015-IPDS (Vol. II) (Pt), dated 09-11-2016.The main attributes of the smart grid project included Sub Station Automation through Supervisory Control and Data Acquisition System (SCADA), Advanced Metering Infrastructure (AMI), Distribution Management System (DMS) and Outage Management System (OMS). The scope under the project covered 32 sub stations and 38,000 consumers for smart metering. Power Grid Corporation India Ltd. (PGCIL) was appointed as Project Implementing Agency (PIA) for execution of the project vide Govt. Order No. 181-PDD of 2018 dated 13-08-2018.Subsequent to approval of SCADA project for Jammu and Srinagar cities under RAPDRP Part-A by the State Level Distribution Reforms Committee, the scopeunder Smart Grid Project and SCADA for Jammu and Srinagar cities was reviewed and it was found that out of 19 towns covered under Smart Grid Project, 12 towns are already covered under SCADA,which has been awarded to M/S GE, T&D India Ltd. Consequently, only 7 areas shall be left out. These 7 areas have been taken up under Real Time Data Acquisition Scheme (RTDAS) approved for an amount of Rs.458.00 lacs vide PFC letter No 02:10:IPDS:III:JKPDD:J&K:/060421 dated 06.12.2018. Further, out of these 19 towns, 18 towns (barring Lassipora in Pulwama District) are already covered under the Smart Metering Project assigned to RECPDCL as PIAThe Smart Grid Project assigned to PGCIL envisaged separate Control Centre for SCADA and billing system for the 38,000 no. smart meters to be installed under the project. The issue was examined by the IT, A&V Divisions of Distribution Corporations and it was felt that billing system is functioning satisfactorily and there is no requirement for another billing system. Further the upgrade of JKPDD billing system has already been included in IPDS, IT Phase-II and does not require intervention through any other scheme at this stage. Besides Pre-paid feature is included in Meters and Metering software being procured under Smart Metering Project awarded to M/s Techno Electric and Engineering Co. Ltd. Nehru Place. In view of overlapping of scope under SCADA project already awarded and the Smart Grid Project, MDs of Distribution Corporations were requested vide Communication No. PDD-VII/Plan/2019-20 dated 17-03-2020 to constitute committees at their level with representatives from RECPDCL and PGCIL as well, who could define the scope under various projects so as to avoid overlapping.
